It doesn't happen on any of the machines in my fleet, but you've already taken many of the steps I would have recommended like reinstalling the app again. Even DISM. So I'm not sure what else to try next in that case, sure sounds like you're running out of options before you reach the step of reinstalling your operating system. Which if the computer is only two days old, hopefully won't be as big of a pain as if you had years of history and setup behind you.

So do you suspect that there isn't a clean install of windows on this machine? Do you know if this is an issue with new HP spectre x360s? The product I purchased is as follows:

Well if it came to you fresh from the factory and was already broken from the moment you opened the box, then I'd sure recommend contacting HP and telling them they are shipping out systems that are configured incorrectly from the factory. Or perhaps something else happened in the past two days that caused the issue. We haven't seen a flood of people with HP Spectre systems all coming in with issues, so it's unlikely they are all shipping in this state.
If you contact HP, they will probably want to do a variety of troubleshooting, including the reinstallation of the operating system if all else fails. Although whether you ultimately return it is up to you, based on everything you've said you already tried (reset, reinstall, DISM, new accounts), it sure sounds like your next steps are either to reinstall Windows or return it (although HP might insist you try reinstalling Windows first anyway, depending on their policy).

So I returned/exchanged for the same device. Out of the box I applied all windows as well as app updates and the Mail app is having the same issue. Crashes when clicking Notifications/Focused Inbox/Help in settings. This leads me to believe there is an issue with the Microsoft app itself.

We know it's not a global issue working perfectly for millions and millions (and millions and millions) of others. Does HP know that their computers are broken right out of the box?
Your options for resolution remain the same: reinstall the operating system or once again return it to HP and ask them to provide you with a working computer.

The only issue i'm facing is with this app. If you google search mail app crashes in settings there are multiple forums stating the same. Also based on the reviews of the app itself app crashing is a common complaint.

Yup, but unfortunately that doesn't change the options you have. You can either return it or perform the necessary steps to correct the issue.

One thing to add is even though the app is installed it still shows in the app store as shown in the attached pic. That install button should be a 'Launch' button. If I click 'Install' it does nothing, same for the ellipse button next to it.
Again this is the one and only app that is showing this behavior. All others work on the laptop as well as function normal in the app store. I find it hard to believe this is an HP issue, or that the only way to solve the problem is to completely re install windows.

That's not the "only" option, but it's the only one you haven't tried yet.
You told me that you already uninstalled/reinstalled the mail app, so it's no use trying the exact same thing over and over again.
You said:
I've currently tried the following with no luck:
- resetting mail app through both settings and powershell
- uninstalling / reinstalling mail app
- running dism and other repair commands
- creating another admin account, found the same issue through this account so my current account is not corrupted
If all these have failed, then reinstalling Windows is your next best option.
